They can be found on the nature trails or hiking paths and along train tracks.
You can also obtain Small Stones by using a Pickaxe or Sledgehammer to mine Stones and then split them with your tool into Small Stones.
It is possible to craft an Improvised Knife with 2 x Small Stones but you will keep 1 x Small Stone after the crafting is complete.
