A Hatchet can be used to harvest Wood Piles in forests and be used as a melee weapon.
The Hatchet is treated as a primary weapon or as a tool. If you want to use it as a weapon, you need a free primary weapon slot. Otherwise, it will just take a tool slot. It is possible to store the Hatchet in your backpack, however it must first be placed into your tool slot and then transferred to the backpack via the standard inventory interface; you cannot directly move a Hatchet from the ground to your backpack.

[edit] How to use the Hatchet to cut down wood
To use the hatchet you must be in a forest standing next to a tree. Single trees on their own & not in a wooded area will not count and you will be unable to receive wood from these. Forested areas are designated as green highlighted areas on the map, only there of which can you acquire wood from a tree.
Once you are in the correct location, you can use it to harvest wood by going into your inventory and right clicking it. It will bring up the option to 'Harvest wood'. Clicking this will add a Wood Pile to your inventory if you are in the correct location and have two inventory slots.

[edit] DayZ Info
The Hatchet is currently a very common loot drop, it is expected by much of the community to be reduced in frequency with coming patches.
The Hatchet can be used as a melee weapon once switched to the primary weapon slot and can kill zombies in one strike.
The Hatchet when used on other players, will cripple instantly, and kill in 1-3 hits, this makes it a very good choice in close range combat.
[edit] Bugs
It is possible for your hatchet to disappear from your tool-belt if you log into an out of date server.
When the Hatchet is equipped, it will need to be "reloaded". (Simply press "R" like any other weapon.)
Often, the hatchet will need to be swung multiple times, even when the crosshair is directly over the zombie and you are in range.
[edit] Trivia
When wielding a Hatchet, it will have a different apperance from the loot on the ground: Hatchets laying on the ground are made of light wood and has a red axe head, while Hatchets in your hand are made of dark wood and a uncolored, rusty axe head.
